Hurricanes are large tropical storms that develop over the oceans and can do extensive damage when they move over land.  Because weather forecasts usually provide some warning, evacuation of affected areas may be required.  During large-scale evacuations, transportation systems are usually stressed due to the large number of people moving within a short period of time.  Proper contingency planning is critical.   Hurricanes that resulted in evacuation problems before the storm and significant damage of transportation systems following the storm are Hurricane Katrina and Hurricane Rita, both in 2005.
